Timing for effects is controlled by the timing tab when editing the effect using the Effects window. The follow time is the time between steps. The up and down times function as they do for cues. The Down time relates to channels that are decreasing from whatever they were in the previous step. The Up time controls the speed of channels that are coming on in the step.

Only a preset based effect where you don't override the times.

The latest build, version 5.2.5 (11914.1), allows assigning individual step times for channel based effects.

When editing the effect, in the Timing tab, uncheck Override Cue Times.

In the Steps tab, select a step column by clicking the step number in the table's header.

Switch to the Timing tab. This now shows the selected step's timing. Changing the up/down/followon fields only changes the timing for the selected step.
