Switch from "Live" to "Cues" mode.

Press 'q' on the keyboard and it will expand to "cue:" on the command line.
(If it does not, click in the command line then press the 'q' key.)

Type the cue number for the cue that you want to start the effect and press [return].

In the Inspector, choose the "Cue Options" tab.

Press the [+] button under the Actions table.

From the combo box in the first column find "Effect Start".

Then with the row still selected in the actions table, click the [Edit] button.

You should see a sheet with a popup menu that allows you to choose the effect you want to start.

Repeat the process for "Effect Stop" for the cue that you wish to have stop the effect when the cue is played back.
